Undoubtedly, in the current world, one of the most important components in the field of national and international authority in countries is science and technology. The importance of this issue in relation to Iran, due to its focus in the Muslim world and the fight against global arrogance, is doubled. Therefore, this area should be pursued seriously and taken essential steps in the management of research and technology. The main objective of this paper is to examine the factors affecting the management of research and technology in Iran with an organizational approach. The method of this research is qualitative. The tool is a collection of information through interviews with experts and experts in the field of research and technology management. The method of analyzing interview data was analyzed through thematic analysis. According to the results of this study, organizational factors can be divided into seven general categories: factors affecting knowledge managers, factors affecting the planning system, factors affecting organizational culture, factors affecting HRM, knowledge management factors The factors affecting the evaluation system, the factors affecting financial management. In each of these factors, both success factors and failure factors are mentioned. Success factors are factors that contribute to the success and improvement of research and technology management, and factors of failure are factors that hinder the success and improvement of research and technology management, which requires action to be taken to address them.
