شناسایی شاخص‌های پیری سازمانی در سازمان‌های دولتی

چکیده
هدف: چرخه حیات سازمانی و پیری سازمانی در سازمان‌های دولتی به وضوح نشان دهنده چالش‌ها و فرصت‌ها در مدیریت و توسعه سازمان است. توجه جدی به مراحل چرخه حیات و پیشگیری از پیری سازمان می‌تواند به افزایش کارایی و بهبود عملکرد سازمان‌های دولتی کمک کند. با اتخاذ استراتژی‌های مناسب و متناسب با شرایط موجود، می‌توان یک سازمان دولتی را از انحطاط نجات داده و به سوی رشد و توسعه هدایت کرد. هدف اصلی تحقیق حاضر شناسایی مضامین پیری سازمانی در سازمان‌های دولتی می‌باشد.
طراحی/ روش‌شناسی/ رویکرد: تحقیق حاضر بر اساس هدف، کاربردی و از نظر نوع روش نیز جزء تحقیقات کیفی است که به‌صورت اکتشافی انجام شده است. فلسفه این تحقیق از نوع تفسیری و رویکرد آن استقرایی می‌باشد. استراتژی پژوهش از نوع تحلیل مضمون (شبکه مضامین) است که به‌صورت تک مقطعی انجام شده است. قلمرو مکانی این تحقیق شهر ایلام است و تحقیق حاضر نیز در سه ماهه آخر سال 1403 انجام شده است. جامعه آماری این تحقیق، شامل خبرگان دانشگاهی، محققان آشنا با موضوع تحقیق و مدیران با سابقه سازمان‌های دولتی است. در این پژوهش برای انتخاب نمونه، از روش نمونه گیری گلوله برفی استفاده شده است و تا لحظه رسیدن به اشباع نظری نمونه گیری انجام شد که در نهایت تعداد 15 نفر مشارکت کردند. برای تجزیه و تحلیل دادههای تحقیق از روش تحلیل تم استفاده شده است.
یافته­‌های پژوهش: در مجموع 71 مضمون پایه در قالب 20 مضمون سازمان دهنده و 8 مضمون فراگیر به‌عنوان مضامین پیری سازمانی در سازمان‌های دولتی شناسایی شدند. هشت عامل اصلی عبارتند از؛ کاهش کارایی سازمان، رکود فرهنگی، افت انگیزه کارکنان، آتروفی سازمانی، عوامل کلان محیطی، کاهش انعطاف‌پذیری سازمان، کاهش خلاقیت و نوآوری و بی‌ثباتی سازمان.
محدودیت­‌ها و پیامدها: این پژوهش با رویکرد کیفی و به شیوه تحلیل مضمون (شبکه مضامین) انجام شده است که اگرچه به درک عمیق از پدیده پیری سازمانی منجر شده، اما نتایج آن تعمیم‌پذیری آماری محدودی دارند و بیشتر در بافت خاص سازمان‌های دولتی شکل گرفته است. تحقیق حاضر بیشتر بر شناسایی مضامین متمرکز بوده و کمتر به تبیین روابط علّی بین این مضامین پرداخته است. این امر می‌تواند به عنوان یک محدودیت نظری تلقی شود، زیرا درک کامل از نحوه تأثیرگذاری متقابل عواملی مانند بی‌ثباتی سیاسی، آتروفی سازمانی و کاهش انعطاف‌پذیری نیازمند مطالعات تجربی و مدل‌سازی ساختاری است. با این حال، این محدودیت‌ها به عنوان فرصتی برای تحقیقات آتی مطرح می‌شوند و می‌توانند مبنای مطالعات کمّی، مقایسه‌ای یا طولی در آینده قرار گیرند.
پیامدهای عملی: یافته‌های این تحقیق پیامدهای عملی و قابل توجهی برای مدیران و سیاست‌گذاران سازمان‌های دولتی دارد. شناسایی هشت مضمون کلیدی پیری سازمانی، از جمله کاهش انعطاف‌پذیری، آتروفی سازمانی، رکود فرهنگی و بی‌ثباتی سازمانی، به مدیران کمک می‌کند تا با ابزاری تحلیلی، وضعیت سازمان خود را ارزیابی کرده و در مرحله اولیه از فرآیند پیری جلوگیری نمایند. این مضامین می‌توانند به عنوان چک‌لیستی برای انجام ارزیابی‌های دوره‌ای عملکرد سازمانی به کار روند.
ابتکار یا ارزش مقاله: نوآوری اصلی این تحقیق، ارائه یک چارچوب جامع و ساختاریافته از مضامین پیری سازمانی در بافت خاص سازمان‌های دولتی ایران است که تاکنون به صورت سیستماتیک و مبتنی بر داده‌های میدانی مورد بررسی قرار نگرفته بود. این چارچوب تحلیلی نه تنها به نظریه‌پردازی در حوزه چرخه حیات سازمانی کمک می‌کند، بلکه به عنوان مبنایی برای توسعه ابزارهای سنجش پیری سازمانی در آینده عمل خواهد کرد. ارزش دیگر تحقیق، تلفیق دیدگاه‌های متعدد از خبرگان دانشگاهی، مدیران و محققان است که باعث غنای داده‌ها و افزایش اعتبار تفسیری یافته‌ها شده است. در مجموع، این پژوهش با پر کردن شکاف تحقیقاتی در حوزه سازمان‌های دولتی، گامی مهم در جهت نظریه‌پردازی و عملیاتی‌سازی مفهوم پیری سازمانی در بخش عمومی برداشته است.

Identifying the Themes of Organizational Aging in Government Organizations

Purpose: Organizational aging refers to a stage in an organization's life cycle where the growth and development of activities rapidly decline, accompanied by a gradual reduction in adaptability, flexibility, and overall organizational effectiveness. Organizational aging in government organizations is a key concept in organizational management. It is a major organizational challenge and a primary concern for managers. No organization can claim immunity from aging or afford to ignore this organizational phenomenon. Therefore, it is essential to understand the factors contributing to its emergence and to employ strategic planning to counteract and overcome this stage, thereby reintegrating the organization into its life cycle. Identifying the factors influencing organizational aging and understanding how this phenomenon develops will help managers formulate appropriate strategies for growth, sustainability, and value creation within the organization. This understanding enables managers to make more informed and effective decisions, allowing them to progress forward based on these strategies and prevent organizational demise. In light of the above, the main research question of this study is as follows: What are the indicators of organizational aging in government organizations?
Design/ methodology/ approach: This research is applied in terms of purpose and qualitative in terms of methodology, conducted in an exploratory manner. The research philosophy is interpretive, and its approach is inductive. The research strategy is thematic analysis (thematic network), implemented as a cross-sectional study. The geographical scope of this research is the city of Ilam, and the study was conducted in the last quarter of the year 2023. The statistical population includes academic experts, researchers familiar with the subject, and experienced managers of government organizations. This study used snowball sampling for participant selection, continuing until theoretical saturation was achieved, ultimately involving 15 participants. Thematic analysis was used to analyze the data.
Research Findings: The results revealed that indicators of organizational aging in government organizations comprised 71 basic themes, categorized into 20 organizing themes and 8 global themes. The eight main factors include: declining organizational efficiency, cultural stagnation, decreased employee motivation, organizational atrophy, macro-environmental factors, reduced organizational flexibility, diminished creativity and innovation, and organizational instability.
Limitations & Consequences: This study used a qualitative approach and thematic analysis (specifically, the network of themes method), which led to a deep understanding of organizational aging. However, its findings have limited statistical generalizability and are largely shaped within the specific context of public organizations. The current research primarily focuses on identifying indicators of organizational aging and pays less attention to explaining the causal relationships among these indicators. This is a theoretical limitation, as a comprehensive understanding of the interplay among factors such as political instability, organizational atrophy, and reduced flexibility requires empirical studies and structural modeling. Nevertheless, these limitations present opportunities for future research and can serve as a foundation for subsequent quantitative, comparative, or longitudinal studies.
Practical Consequences: This study's findings have significant practical implications for managers and policymakers in public organizations. Identifying eight key indicators of organizational aging—including reduced flexibility, organizational atrophy, cultural stagnation, and organizational instability—gives managers an analytical tool to assess their organization’s current state and proactively prevent the onset of the aging process. These indicators can serve as a checklist for conducting periodic evaluations of organizational performance.
Innovation or value of the Article: The main innovation of this study is presenting a comprehensive, structured framework of organizational aging indicators in the specific context of Iranian public organizations—a subject not previously examined systematically using empirical field data. This analytical framework not only contributes to theory development in the domain of the organizational life cycle, but also provides a foundation for future development of assessment tools for measuring organizational aging. Another key contribution is the integration of diverse perspectives from academic experts, managers, and researchers, which enriched the data and enhanced the interpretive validity of the findings. Overall, by addressing a significant research gap in public organizations, this study represents an important step toward theorizing and operationalizing organizational aging within the public sector.
