چکیده
هدف: نخبگان به عنوان یکی از اثربخشترین گروههای اجتماعی، نقش قابل توجهی در پیشبرد اهداف اجتماعی و ملی و تحقق پیشرفت کشور در عرصههای مختلف داشته و هدف از این پژوهش ارزشیابی خطمشیهای توانمندسازی استعدادهای برتر برای نقشآفرینی در حل مسائل مدیریتی و حکمرانی جمهوری اسلامی ایران میباشد.
طراحی/ روششناسی/ رویکرد: روش انجام پژوهش مبتنی بر مطالعات کتابخانهای، مصاحبه تخصصی با خبرگان و تحلیل مضمون میباشد. به منظور ارزشیابی خطمشیهای ملی در این زمینه از روش CIPP بهرهگیری شده است که نظام خطمشیگذاری استعدادهای برتر و نخبگان را در ابعاد زمینه، ورودی، فرآیند و خروجی مورد بررسی قرار میدهد.
یافتههای پژوهش: بر اساس تحلیل مضامین مصاحبههای تخصصی، راهکارها در محورهای فرهنگی گفتمانی، تدابیر سیاستی، اصلاحات ساختاری و سازوکارهای اجرایی تبیین گردیده است. از جمله مهمترین راهکارها میتوان به «ضرورت معماری کلان و یکپارچهسازی زیست بوم حکمرانی منابع انسانی شامل آموزش و پرورش، آموزش عالی، نظام اداری»، «ایجاد حلقههای واسط سیاستگذاری و سیاستپژوهی همچون موسسات اندیشگاهی جهت فعالیت نخبگان»، «ضرورت ایجاد معماری منابع انسانی در نظام اداری»، «تامین منابع مالی و سازوکارهای حمایتی و کارفرمایی در پرورش نخبگان» و ... اشاره نمود.
محدودیتها و پیامدها: از جمله مهمترین محدودیتهای پژوهش میتوان به پیشینه داخلی محدود و محدودیتهای مالی در این زمینه اشاره نمود. پیامد اصلی این پژوهش متوجه دستگاههای سیاستگذار در حوزه پرورش استعدادها و نخبگان میباشد که به فهم مساله کلان و تصمیمسازی مناسب در پرورش استعدادها یاری میرساند.
پیامدهای عملی: از دستاوردهای پژوهش میتوان در حوزه خطمشیگذاری حوزه نخبگان در کشور بهرهگیری نمود.
ابتکار یا ارزش مقاله: ابتکار اصلی مقاله در تمرکز بر خط مشیهای ملی حوزه پرورش استعدادها و تبیین و صورتبندی مساله در ابعاد کلان و ملی میباشد که در پژوهشهای سابق کمتر به این سطح و لایه سیاستگذاری توجه شده است.
