پیشران‌های توسعه دولت کارآفرین با استفاده از روش فراترکیب

چکیده

هدف: طی سال‌های اخیر دولت کارآفرین با تأکید بر بازآفرینی دولت به‌‌عنوان یکی از رویکردهای مدیریت دولتی نوین در بسیاری از کشورهای جهان مطرح شده است که این موضوع نیاز به شناسایی عوامل مؤثر در ایجاد و توسعه این شکل از دولت دارد. بنابراین، پژوهش حاضر با هدف شناسایی پیشران‌های توسعه دولت کارآفرین انجام شده است.
طراحی/ روش‌شناسی/ رویکرد: در این پژوهش از راهبرد تحلیل محتوای کیفی با رویکرد قیاسی در چارچوب پژوهشی اسنادی استفاده شده است همچنین، تدوین چارچوب کدگذاری مناسب برای اجرای تحلیل محتوای کیفی با روش فراترکیب انجام شده است.
یافته‌های پژوهش: در این پژوهش، پیشران‌های مؤثر بر توسعه دولت کارآفرین در پنج دسته «پیشران‌های ساختاری»، «پیشران‌های محتوایی»، «پیشران‌های زمینه‌ای»، «پیشران‌های فناورانه» و «پیشران‌های بنیادین» جای داده شد.
محدودیت‌ها و پیامدها: با توجه به جمع‌بندی مبانی نظری جهانی در این پژوهش، برای استفاده از نتایج باید به ویژگی‌های خاص سازمان‌های دولتی توجه کرد.  
پیامدهای عملی: توجه به پیشران‌های پنج‌‌گانه نام برده شده در فرایند توسعه دولت کارآفرین می‌تواند منجر به ارتقای کارآفرینی در سازمان‌های دولتی گردد. 
ابتکار یا ارزش مقاله: در رابطه با پیشران‌های ارائه‌شده در این پژوهش، با توجه به اینکه تاکنون مدلی جامع برای توسعه دولت کارآفرین به‌طور همزمان با تأکید بر دو سطح خرد و کلان دولت ارائه نشده است، این پژوهش می‌تواند نقشه راه جامع و مناسبی برای توسعه دولت کارآفرین در نظر گرفته شود.

چکیده [English]

Purpose: In recent years, the entrepreneurial government with emphasis on government re-creation has been proposed as one of the new Public management approaches in many Countries of the world, which needs to identify the factors influencing the creation and development of this form of government. Therefore, the present study was conducted to identify the drivers of entrepreneurial government development.
Design/ methodology/ approach: In this research, the strategy of qualitative content analysis with a deductive approach has been used in the framework of documentary research. Also, the development of an appropriate coding framework for the implementation of qualitative content analysis with the Meta-synthesis method has been done.
Research Findings: In this study, the drivers of entrepreneurial government development were divided into five categories: "structural drivers", "content drivers", "contextual drivers", "technological drivers" and "fundamental drivers".
Limitations & Consequences: Considering the summary of global theoretical foundations in this research, in order to use the results, one must pay attention to the specific characteristics of governmental organizations.
Practical Consequences: Paying attention to the five drivers mentioned in the process of developing the entrepreneurial government can lead to the promotion of entrepreneurship in governmental organizations.
Innovation or Value of the Article: Regarding the drivers presented in this study, considering that a comprehensive model for the development of the entrepreneurial government has not been presented so far with emphasis on both micro and macro levels of government, this study can be considered a comprehensive and appropriate roadmap for the development of the entrepreneurial government. To be taken.
