چکیده
هدف: مطالعه حاضر با هدف شناسایی ابعاد و مؤلفههای موجود ارتقاء مدیران عالی در قانون مدیریت خدمات کشوری انجام شد.
طراحی/ روششناسی/ رویکرد: مطالعه کیفی حاضر با رویکرد پدیدارشناسی در آبان ماه 1397 بر روی 29 تن از متخصصین و سیاستگذاران عرصه مدیریت به روش نمونهگیری هدفمند و تا اشباع دادهها، با رعایت محرمانه بودن اطلاعات و امکان ترک مطالعه در هر زمان که مایل بودند، ادامه یافت. روش جمعآوری دادهها از طریق مصاحبه عمیق باز و نیمهساختاریافته انجام گرفت. تمام مصاحبهها ضبط و سپس، کلمه به کلمه دستنویس شد و مورد تجزیهوتحلیل قرار گرفت.
یافتههای پژوهش: با تحلیل و ادغام مؤلفههای اصلی، 8 مؤلفه اصلی شناسایی و با تحلیل مؤلفههای اصلی، 46 مؤلفه فرعی استخراج گردید. چیستی ارتقاء، چرایی ارتقاء، عوامل مؤثر بر ارتقاء، ویژگی قانون، راهکارهای ارتقاء درست، آسیبشناسی قانون در خصوص ارتقاء، پیامدهای ارتقاء درست و پیامدهای ارتقاء نادرست بهعنوان مضمونهای اصلی انتخاب شدند.
محدودیتها و پیامدها: به دلیل تعدد متغیرهای پژوهش و پیچیدگیهای خاص پژوهش، برای پژوهشهای آینده باید سایر مؤلفههای متغیرها بهطور دقیق بررسی شوند تا دیگر روابط متغیرها هر چه شفافتر و جامعتر شناخته شود.
پیامدهای عملی: مدیران سازمان میتوانند در کارکنان خود انگیزهای به وجود آورند تا میزان دانش و تخصص افراد برای دستیابی به هدف افزایش یابد.
ابتکار یا ارزش مقاله: در این پژوهش از تحلیل پاسخهای مصاحبهشوندگان به شناسایی ابعاد و مؤلفههای موجود ارتقاء مدیران عالی در قانون مدیریت خدمات کشوری، فرسودگی شغلی، تدوین آییننامههای قبل از اجرا، کارآمدی، ایجاد بانکهای اطلاعاتی و بهروز کردن از طرق مختلف از مهمترین مؤلفههای هستند که بایستی در ارتقاء مدیران عالی در قانون مدیریت خدمات کشوری به آنها توجه کرد.
