تبیین تجربه سیاست‌گذاران و متخصصان مدیریت در شناسایی ابعاد و مؤلفه‌های موجود ارتقاء مدیران آموزش عالی در قانون مدیریت خدمات کشوری

چکیده

هدف: مطالعه حاضر با هدف شناسایی ابعاد و مؤلفه‌های موجود ارتقاء مدیران عالی در قانون مدیریت خدمات کشوری انجام شد.
طراحی/ روش‌شناسی/ رویکرد: مطالعه کیفی حاضر با رویکرد پدیدارشناسی در آبان  ماه  1397  بر روی 29 تن از متخصصین و سیاست‌گذاران عرصه مدیریت به روش نمونه‌گیری هدفمند و تا اشباع داده‌ها، با رعایت محرمانه بودن اطلاعات و امکان ترک مطالعه در هر زمان که مایل بودند، ادامه یافت. روش جمع‌آوری داده‌ها از طریق مصاحبه عمیق باز و نیمه‌ساختاریافته انجام گرفت. تمام مصاحبه‌ها ضبط و سپس، کلمه به کلمه دست‌نویس شد و مورد تجزیه‌وتحلیل قرار گرفت.
یافته‌های پژوهش: با تحلیل و ادغام مؤلفه‌های اصلی، 8 مؤلفه اصلی شناسایی و با تحلیل مؤلفه‌های اصلی، 46 مؤلفه فرعی استخراج گردید. چیستی ارتقاء، چرایی ارتقاء، عوامل مؤثر بر ارتقاء، ویژگی قانون، راهکارهای ارتقاء درست، آسیب‌شناسی قانون در خصوص ارتقاء، پیامدهای ارتقاء درست و پیامدهای ارتقاء نادرست به‌عنوان مضمون‌های اصلی  انتخاب شدند.
محدودیت‌ها و پیامدها: به دلیل تعدد متغیرهای پژوهش و پیچیدگی‌های خاص پژوهش، برای پژوهش‌های آینده باید سایر مؤلفه‌های متغیرها به­طور دقیق بررسی شوند تا دیگر روابط متغیرها هر چه شفاف­تر و جامع­تر شناخته شود.
پیامدهای عملی: مدیران سازمان می‌توانند در کارکنان خود انگیزه‌ای به وجود آورند تا میزان دانش و تخصص افراد برای دستیابی به هدف افزایش یابد.
ابتکار یا ارزش مقاله: در این پژوهش از تحلیل پاسخ‌های مصاحبه‌شوندگان به شناسایی ابعاد و مؤلفه‌های موجود ارتقاء مدیران عالی در قانون مدیریت خدمات کشوری، فرسودگی شغلی، تدوین آیین‌نامه‌های قبل از اجرا، کارآمدی، ایجاد بانک‌های اطلاعاتی و به‌روز کردن از طرق مختلف از مهم‌ترین مؤلفه‌های هستند که بایستی در ارتقاء مدیران عالی در قانون مدیریت خدمات کشوری به آن‌ها توجه کرد.

چکیده [English]

Purpose: The aim of this study is to identify the dimensions and components of the promotion of senior managers in the Civil Service Management Law.
Design / methodology / approach: The present qualitative study continued with the phenomenological approach in November 2018 on 29 experts and policymakers in the field of management by targeted sampling method and up to data saturation, with respect to confidentiality of information and the possibility of leaving the study at any time. Data collection was performed through in-depth and semi-structured in-depth interviews. All interviews were recorded and then, word by word, handwritten and analyzed.
Findings: By analyzing and integrating the main components, 8 main ones were identified and by analyzing them, 46 sub-components were extracted. What is upgrading, why upgrade, factors affecting upgrade, feature of the law, right upgrade strategies, pathology of the upgrade law, the consequences of the right upgrade, the consequences of the wrong upgrade, were chosen as the main themes.
Limitations and Consequences: Due to the multiplicity of research variables and the specific complexities of the research, other components of the variables should be carefully considered for future research so that the other relationships of the variables are more transparent and comprehensive.
Practical implications: Organizational managers can motivate their employees to increase their knowledge and expertise to achieve the goal.
Originality or value of the article: In this study, analyzing the answers of the interviewees to identify the dimensions and components of the promotion of senior managers in the Civil Service Management Law, job burnout, compiling pre-implementation regulations, efficiency, creating databases and updating in various ways are the most important components that should be promoted. Top managers in the Civil Service Management Law should pay attention to them.
