English

Purpose: The Constitution of the Islamic Republic of Iran, beyond being a legal text, serves as a "supra-document" and "governance roadmap" in which the relationship between the "state" (institutional structure of power) and the "nation" (society and collective identity) is delineated as a foundation for "public governance." This research seeks to answer the fundamental question of what framework the Constitution provides for the relationship between the people and sovereignty, and how this framework can serve as a model for macro-policymaking, state institutionalization, and public administration. From a public administration perspective, the main question is what institutional and normative capacities this foundational document offers for national policymaking and addressing public issues.

Design/ methodology/ approach: The research employs a qualitative, documentary, and interpretive approach, utilizing thematic analysis based on Braun and Clarke's (2006) six-phase model. The primary field of research is the text of the Constitution of the Islamic Republic of Iran (revised in 1989). The analysis follows an abductive logic, with twelve structural and content-related components of the nation-state placed within the framework of Andrew Vincent's four pillars (territory, people, sovereignty, government) to identify semantic patterns governing the text and provide an analytical framework for application in the field of governance.

Research Findings: The findings, organized into four overarching themes and twenty-eight organizing themes, reveal that the Constitution presents a dual-layered model of the nation-state. The first layer shows significant overlap with the classical nation-state model, encompassing the fundamental components of modern governance: territory with borders and security, a rights-bearing and participatory nation, law-based sovereignty founded on the separation of powers, and a bureaucratic government with extractive capacity, infrastructural power, and public services. The second layer, characterized by novel themes such as state-bound Ummah- orientedness, Velayat-oriented sovereignty, religious democracy, social justice, negation of domination, and Islamic teleology, transcends the classical model. The convergence of these two layers offers a model that can be termed a "Purposeful Nation-State"- a model in which the fundamental requirements of the nation-state are accepted in the first layer but enriched in the second with dimensions of meaning, purpose, and moral responsibility.

Limitations & Consequences: The main limitation of the research is its exclusive focus on the constitutional text and the lack of examination of executive practices and the Guardian Council's interpretations in practice. The theoretical implication is the provision of a framework for re-reading the relationship between state and nation in the Islamic Republic and enriching public administration literature with an institutional-normative approach. Furthermore, the research demonstrates that Iran's administrative system is not merely based on Weberian instrumental rationality, but rather on a combination of administrative rationality and religious-transnational norms.

Practical Consequences: From a public administration perspective, this model carries important practical implications: first, it provides a framework for "Constitution-based governance" that can help resolve institutional conflicts and formulate more coherent policies. Second, by identifying strengths (administrative and participatory capacities) and friction points (potential conflicts between modern requirements and transnational ideals), it assists policy designers in prioritization and institutional capacity-building. Third, this model enables policymakers to design policies that, while maintaining administrative efficiency, are responsive to the ideals of justice, independence, and human dignity, thereby strengthening the legitimacy of the administrative system in the eyes of society.

Innovation or value of the Article: The value of this article lies in presenting a novel and integrative model of the architecture of the nation-state, which fundamentally differs from common critical readings and demonstrates that Iran's Constitution is in a state of "creative reconfiguration." By integrating structural components of state-building and content-oriented components of nation-building within Andrew Vincent's four-pillar framework, this research offers a new analytical framework for examining the relationship between state and nation in the Islamic Republic of Iran, which can serve as an "indigenous model" for public governance in the context of a religious society. Furthermore, by bridging the literature on the nation-state with the field of public administration, the article opens the way for interdisciplinary research and reveals the capacities of the Constitution for public policymaking and state institutionalization.
