Giving the evaluation model of public policies in Iran's tourism industry

Abstract

Purpose: Designing a model for evaluating public policies in Iran's tourism industry, that aims to fill a part of the knowledge gap in this field.

Design/ methodology/ approach: In terms of audience, this research is basic and its approach is mixed. In the qualitative phase, the opinions of 21 executive and academic experts in the field of tourism and policy evaluation were collected, combined and converged using the interview tool and Delphi method. In the quantitative stage, a questionnaire was used to answer the question of what model can be presented to evaluate public policies in Iran's tourism.

Research Findings: The basic elements of the research model, covers 5 dimensions, 44 concepts that related to 14 categories. The most important and influential steps are: legitimizing the policy, with an average rating of 50.3, and implementing the policy, with an average rating of 36.3.

Limitations & Consequences: Coinciding with the time of conducting this research with restrictions on communication due to the spread of the corona virus in the country may have had a negative effect on conducting interviews and questionnaires. It is suggested that similar researches be conducted at a more appropriate time and compared with the results of this research.

Practical Consequences: From practical point of view, The authors hope that the findings of this research, can increase knowledge that may result in development of tourism and improve the performance of tourism stakeholders, law makers, administrators and managers who are involved in policy, administration and management of tourism of Iran.

Innovation or value of the Article: The model of this research, determines comprehensive categories and concepts and generalizes the evaluation of tourism policy at all stages of its process. Also, a combined approach and the use of multiple tools are the innovations of this research.
