Performance Management System As A Tool To Prevent Administrative Corruption

Abstract

Purpose:The aim of the study is presenting a model of employee performance management to prevent administrative corruption in the public sector.

Design/ methodology/ approach:This study is an applied research and based on an interpretive paradigm and utilizes the Interpretive Structural Modeling (ISM) approach which is conducted through interviews.

Research Findings: Based on the results of the study, nine components are identified in the linkage region, namely transparency, accountability, procedural justice, interactional justice, justifiability, alignment, rule of law, continuous improvement and authenticity. These components are considered dynamic, meaning that any change in them can impact the entire system. Additionally, the preventability component is placed in the dependence region, indicating its high dependence on other components.

Limitations & Consequences: Due to the data collection in the current research was done by interview, there was the possibility of bias of the data and findings. Also, in terms of the extent of the actors and the research problem, it was not possible to examine the problem from the point of view of all the actors of the problem.

Practical Consequences: Managers in the public sector will be able to design the employee performance management system based on the results of this applied research in a way that reduces the possibility of corruption.

Innovation or value of the Article: Although, many actions have been taken to combat corruption in Iran, but they have not been very effective so far, as evidenced by Iran's unfavorable ranking and position in the Corruption Perceptions Index (CPI). In 2022, among 180 countries, Iran ranked 147th, indicating a high perceived level of corruption. Considering the significance and role that human resource systems play in preventing administrative corruption, the present study aims to identify and model the components of employee performance management system to prevent administrative corruption in the public sector.
