گفتمان کاوی جانشین پروری در یک سازمان دولتی با رویکرد انتقادی

چکیده

هدف: تحلیل گفتمان‌های پیرامون جانشین­‌پروری در یک دستگاه دولتی.
طراحی/ روش­‌شناسی/ رویکرد: تحقیق حاضر به لحاظ رویکرد، کیفی؛ روش نمونه­‌گیری، هدفمند و روش جمع­‌آوری داده­‌ها عمدتا مصاحبه نیمه ساختاریافته با 13 نفر از مدیران دستگاه مورد مطالعه بوده است. تحلیل داده‌­ها، به روش تحلیل گفتمان انتقادی و با بهره‌­گیری از الگوی فرکلاف طی سه مرحله توصیف، تفسیر و تبیین انجام یافته است.
یافته‌­های پژوهش: مهم­ترین یافته­‌های بخش توصیف، استخراج 416 کد مثبت و 222 کد منفی بوده که پس از طبقه‌بندی 68 واژه کانونی مثبت و 53 واژه کانونی منفی تعریف شد. در مرحله تفسیر، معلوم گردید نوع نگرش نسبت به انتصابات و مشاغل کلیدی سرمنشا جانشین‌­پروری یا جانشین­‌هراسی است که مشتمل بر دو گفتمان عمده رویکرد استراتژیک و رویکرد سیاسی نسبت به انتصابات و مشاغل کلیدی بوده است. در مرحله تبیین، مشخص شد در سطحی بالاتر، مسائل مربوط به نظام سیاسی، اقتصادی، فرهنگی، حقوقی و اداری بر عدم تحقق جانشین­‌پروری سایه افکنده­ و در وضعیت کنونی (عدم تحقق جانشین‌­پروری) سلطه نظام سیاسی بر سایر نظام‌های اجتماعی و فرایندهای وابسته به آن (نگرش سیاسی) عاملی است که بیش از همه می­‌تواند موضوع انتصابات و جانشین‌­پروری را در سازمان مورد مطالعه و به‌طور کلی در دستگاه‌های دولتی و حاکمیتی دستخوش تحولات خود نماید.
محدودیتها و پیامدها: تفاوت دانش زمینه­‌ای افراد در تحلیل گفتمان و تاثیر آن بر پایایی نتایج.
پیامدهای عملی: نتایج تحقیق حاضر به آسیب‌شناسی جانشین‌پروری در سازمان مورد مطالعه و سازمان‌های دولتی مشابه کمک می‌نماید.
ابتکار یا ارزش مقاله: آسیب­‌شناسی و تحلیل گفتمان انتقادی مسائل پیرامون موضوع جانشین­‌پروری.

Discourse Analysis of Succession Planning in a Governmental Organization with Critical Approach

چکیده [English]

Purpose: To analyze the discourses about the succession planning in a governmental organization.
Design/ Methodology/ Approach: The present study has been qualitative in terms of approach; The sampling method was purposeful and the data collection method was mainly a semi-structured interview with 13 managers of the studied organization. Data analysis has been done by critical discourse analysis method using the Fairclough's Model in three stages of description, interpretation and explanation.
Research Findings: The most important findings of the description section were the extraction of (416) positive codes and (222) negative codes, which were defined after classifying (68) positive focal words and (53) negative focal words. In the interpretation phase, it was found that the type of attitude towards appointments and key jobs is the source of succession planning or succession phobia, which includes two main discourses of strategic and political approach to appointments and key jobs. In the explanation stage, it was found that at a higher level, issues related to the political, economic, cultural, legal and administrative system overshadowed the lack of succession and in the current situation (non-succession), the dominance of the political system over other social systems and related processes (political attitude) is the factor that can most of all change the subject of appointments and succession planning in the studied organization and governmental organizations.
Limitations & Consequences: Difference in background knowledge of individuals in discourse analysis and its effect on the reliability of results.
Practical implications: The results of the present study, help to identify obstacles of succession planning in studied organization and similar government organizations.
Innovation or Value of the Study: Using the method of critical discourse analysis to identify issues related to the subject of succession planning.
