چکیده

ی شک در دنیای کنونی یکی از مولفه‌های مهم در عرصه‌ی اقتدار ملی و بین‌المللی کشورها علم و فناوری بوده و هست. اهمیت این مساله در مورد ایران با توجه به محوریت آن در جهان اسلام و مقابله با استکبار جهانی دوچندان می نماید. لذا این عرصه را باید به طور جدی پیگیری نمود و در راه مدیریت پژوهش و فناوری گامهای اساسی برداشت. هدف اصلی این مقاله بررسی عوامل موثر بر مدیریت پژوهش و فناوری در ایران با رویکرد سازمانی است. روش این پژوهش از نوع کیفی است. ابزار گردآوردی اطلاعات از طریق مصاحبه با کارشناسان و صاحبنظران عرصه مدیریت پژوهش و فناوری است. روش تحلیل داده های مصاحبه از طریق تحلیل مضمون صورت گرفته است. باتوجه به نتایج این پژوهش، عوامل سازمانی در قالب 7 دسته کلی می‌توان تقسیم کرد: عوامل ناظر بر مدیران دانشی، عوامل ناظر بر نظام برنامه ریزی، عوامل ناظر بر فرهنگ سازمانی، عوامل ناظر بر مدیریت منابع انسانی، عوامل ناظر بر مدیریت دانش، عوامل ناظر بر نظام ارزیابی، عوامل ناظر بر مدیریت مالی. در هر کدام از این عوامل هم عوامل موفقیت ساز و هم عوامل شکست ذکر شده است. عوامل موفقیت ساز عواملی است که باعث موفقیت و بهبود مدیریت پژوهش و فناوری است و عوامل شکست عواملی است که مانع موفقیت و بهبود مدیریت پژوهش و فناوری است که ضرروری است اقداماتی در جهت رفع آنها انجام گیرد.

چکیده [English]

Undoubtedly, in the current world, one of the most important components in the field of national and international authority in countries is science and technology. The importance of this issue in relation to Iran, due to its focus in the Muslim world and the fight against global arrogance, is doubled. Therefore, this area should be pursued seriously and taken essential steps in the management of research and technology. The main objective of this paper is to examine the factors affecting the management of research and technology in Iran with an organizational approach. The method of this research is qualitative. The tool is a collection of information through interviews with experts and experts in the field of research and technology management. The method of analyzing interview data was analyzed through thematic analysis. According to the results of this study, organizational factors can be divided into seven general categories: factors affecting knowledge managers, factors affecting the planning system, factors affecting organizational culture, factors affecting HRM, knowledge management factors The factors affecting the evaluation system, the factors affecting financial management. In each of these factors, both success factors and failure factors are mentioned. Success factors are factors that contribute to the success and improvement of research and technology management, and factors of failure are factors that hinder the success and improvement of research and technology management, which requires action to be taken to address them.
