Abstract
Establishing and strengthening entrepreneurship in any organization is closely related to its human resources management (HRM) system. Also, HRM policies alone cannot create entrepreneurial growth but also related on the internal and external factors that influence on the organization. In this research, we seek to provide a framework for an entrepreneurial human resource management system in the public sector. Therefore, we reviewed the human resources management system based on the Mirsepasi model. Also, based on theoretical literature, the dimensions of innovation, proactivity and flexibility for organizational entrepreneurship were selected in public sector.
Regarding the type of research that is combined, the statistical community of the study is divided into two categories: qualitative and quantitative, The first group are experts consists of 25 professors from the public administration of the universities of the country who holds a Ph.D. in Human Resource Management with a history of conducting research in entrepreneurship or teaching entrepreneurship lessons. And the second group are human resources managers and experts from the ministries of Iran who have been using a classified sampling available method for sampling.And after identifying the internal and external factors that affecting on the entrepreneurial human resource management system based on experts opinions, survey the current status of human resource management entrepreneurship in government agencies and the results of the research shows that Iranian governmental organizations do not have a proper status in the field of human resource management entrepreneurship, and finally after rating entrepreneurship-based human resource management practices, provided a suitable framework for an entrepreneurial human resource management system in government agencies using the results of the research as well as the literature and research records and then practical solutions are suggested in this regard.
