Identification and Prioritization of Organizational Units for the Pilot Implementation of the Knowledge Management System in Government Organizations (Case study: Cultural Resources Fund)

Abstract

Today, knowledge management and related mechanisms are considered as a major challenge for organizations, because in the absence of knowledge management, organizations can not benefit from multiple benefits and, on the other hand, establishing such systems always has its own problems; therefore, the choice of pilot knowledge management for the best management of this project is very necessary. The main purpose of the present research is to provide a method for prioritizing organizational units in order to implement knowledge management in governmental organizations. The present research is a descriptive survey method in terms of the purpose of the research. The statistical population of this research is 10 experts in the field of knowledge management in the Cultural Resources Fund. They were selected on the basis of a targeted sampling approach. In this research, the researcher, with the study of theoretical literature and the history of internal and external research, identified 10 factors in the establishment of knowledge management in the Cultural Resources Fund, which includes 10 criteria including culture, information technology, management, organizational structure, strategy, education, human resources, The view was about changes, knowledge processes and motivational rewards. In this research, two questionnaires were used to collect data. This questionnaire was distributed among the members of the Cultural Resources Fund who had sufficient knowledge in knowledge management and pilot implementation. Fuzzy Dematel and Fuzzy Delphi were used to analyze the data. The criteria that have a higher weight are management (6,646), human resources (6,289), knowledge processes (6,185), strategy (6,109), and organizational culture (6,106) are most important among research criteria.
