چکیده

با پیشرفت­های جدید شاهد نسل جدیدی از دانشگاه­ها، تحت عنوان "دانشگاه هوشمند" خواهیم‏بود. بمنظور دستیابی به دانشگاه هوشمند، ضروری است دانشگاه با روشی هوشمندانه مدیریت شود و این مهم در سایه توجه به سرمایه­های اجتماعی، شبکه دانش، محیط و زیرساخت هوشمند، محقق خواهد شد. از سوی دیگر مراجعه به نظام­های بین­المللی رتبه‌بندی دانشگاه­، یکی از روش­های رایج برای شناخت اعتبار و جایگاه علمی یک دانشگاه می­باشد و از این رو کسب رتبه­ های بالا و برنامه­ریزی برای این منظور اهمیت بسزایی برای دانشگاه­ها دارد. پایگاه استنادی علوم جهان اسلام، یکی از نظام­های رتبه­بندی است که پایش متوزان­تری از کلیه ابعاد یک دانشگاه­ نسبت به سایرین ارائه می‏نماید. در پژوهش حاضر، ارتباط ابعاد دانشگاه هوشمند با شاخص­های این نظام ارزیابی با استفاده از نظرسنجی خبرگان به روش دلفی فازی مورد بررسی قرار­گرفته­است. نتایج، تأثیر قابل ملاحظه ابعاد دانشگاه هوشمند به ترتیب بر محورهای ارزیابی پژوهش، آموزش و وجهه بین­المللی را نشان می­دهد. از سوی دیگر مدیریت هوشمند، شهروند هوشمند و شبکه دانش دارای بیشترین تأثیر در حوزه پژوهش (با اهمیت ­ترین شاخص رتبه ­بندی ISC) هستند. به این ترتیب درصورت محدودیت منابع میتوان پیاده­سازی دانشگاه هوشمند را از ابعاد فوق آغاز نمود، تا نتایج قابل ملاحظه و چشمگیرتری در رتبه ‏بندی‏ های‏ بین­ المللی دانشگاه حاصل شود. توجه و حرکت سریع دانشگاه­ها به سمت تحقق دانشگاه هوشمند ضرورتی است که نتایج آن حتی در رتبه­ بندی­ های بین ­المللی نیز قابل ملاحظه خواهد‏بود.

With new advances, we will see a new generation of universities called “The Smart University”. In order to realize the Smart University, it is essential for the University to be managed in a smart way and this will be realized with respect to social capital, knowledge gride, smart environment and smart infrastructure.On the other hand, referring to international systems of university rankings is one of the common methods for recognizing the academic credibility and academic status of a university.Hence, the acquisition of high rank and planning to achieve this goal is a great importance to universities. The Islamic world Science Citation Center (ISC) is one of the ranking systems that offers a more cohesive track of all aspects of a university than others.In the present study, the relationship between the dimensions of the Intelligent University with the indicators of this evaluation system has been investigated using expert opinion polls by the Delphi fuzzy method.The results show the significant impact of the dimensions of the University of Intelligence on the research, education and international assessment dimensions, respectively.On the other hand, smart management, smart people and knowledge grid have the most impact in the research field.Consequently, in the case of resource constraints, the implementation of the Smart University may start from the above dimensions, in order to achieve significant and impressive results in international university rankings.The urgent attention and rapid movement of universities towards the realization of the Smart University is a necessity, which results will be considerable even in international rankings.
