مفهوم پردازی از درست مایگی برای مهار پدیده فساد اداری

چکیده

هدف: پژوهش حاضر با هدف مفهوم‌پردازی از درست‌مایگی برای مهار پدیده فساد اداری انجام شده است. درست‌مایگی مفهومی مناسب برای مهار فساد اداری خواهد بود. چرا که سعی می‌کند با معرفی یک رویکرد و گفتمان سلامت مشخص، موارد نقض درست‌مایگی را شناسایی و در جهت مهار پدیده فساد اداری، گام بردارد. درست‌مایگی خود نیز مدل ذهنی و عملی مناسبی برای توسعه اخلاقی در سازمان را فراهم می‌کند.
طراحی/ روش‌شناسی/ رویکرد: پژوهش حاضر از نوع روش مرور روایتی می‌باشد. در این روش سعی می‌شود منابع پراکنده مطالعه شده و به مفهوم‌پردازی متمرکز و منسجم از یک متغیر یا پدیده پرداخته شود. سعی بر آن است تا منابع مختلف بررسی و مرور شده و از میان آن‌ها، مفاهیم و مطالب مرتبط استخراج شده و تشریح مناسبی از مفهوم مورد بررسی ارائه دهد تا در درک روشن مفهوم به خواننده کمک نماید.
یافته­های پژوهش: یافته‌های پژوهش حاضر نشان داده است که درست‌مایگی برای مهار فساد اداری در ابعاد و مفاهیمی از جمله تمامیت، درستکاری، مسئولیت حرفه‌ای، منزه بودن از فساد، بی‌طرفی و پاسخگویی، عمل بر مبنای فضیلت‌هایی همچون عدالت، شجاعت و میانه‌روی، سلامت و اخلاق و به معنی تأملی آشکار در باب اخلاق، ملاحظات قوانین از جمله شفافیت قوانین و مقررات، عمل اخلاقی یا روحی جامع است که در کنار یکدیگر، زمینه‌ای مناسب برای مهار فساد اداری را فراهم می‌کند. در نهایت درست‌مایگی شجاعت اخلاقی و قهرمانی در شکل‌گیری استانداردهای اخلاقی بیان شده است. به عبارت دیگر، هنگامی که درست‌مایگی در فرد یا افرادی متجلی گردد، شجاعت اخلاقی و قهرمانی منبعث از آن اظهار می‌گردد. درست‌مایگی مفهومی برای مبارزه با فساد است. لذا، درست‌مایگی رویکرد و دیدگاهی جدید به مسأله قدیم فساد ارائه می‌دهد که می‌تواند در خدمت مهار فساد اداری قرار گیرد. فساد و سلامت دو روی یک سکه نیستند و لازم است تا خط‌مشی‌گذاران عمومی علاوه بر تمرکز بر شکست فساد، بر ارتقاء درست‌مایگی نیز متمرکز شوند.
محدودیت­‌ها و پیامدها: محدودیت‌های معنایی و وجود دیدگاه‌های متفاوت به مسأله فساد از یک سو و تعابیر مختلف درست‌مایگی از سوی دیگر محدودیتی بوده است که ضرورت پژوهش حاضر را تقویت نموده است. فساد اداری مصادیق و موارد متعدد و فراوانی را شامل می‌شود که پرداختن به آن را پیچیده و دشوار می‌نماید. در مقابل، درست‌مایگی نیز از مفاهیم دارای مصادیق و معانی و تعابیر متعدد است که می‌تواند درک این پدیده را دشوار نماید. با این وجود، پرداختن به درست‌مایگی دیدگاه و رویکردی جدید را در مهار فساد اداری معرفی می‌کند.
پیامدهای عملی: در صورتی که در کنار مبارزه با فساد به توسعه و ارتقاء درست‌مایگی پرداخته شود، مهار فساد اداری از قوت و اثر بیشتری برخودار خواهد شد و در کنار کنترل فساد اداری، احتمال تعالی اخلاقی و فضیلت‌مندی نیز قابل تصور است. تمرکز بر درست‌مایگی نه تنها احتمال فساد اداری را کاهش می‌دهد بلکه در مهار و کنترل آن نیز نقش دارد. علاوه بر آن، سبب رشد ابعاد اخلاقی می‌گردد که ارزش افزوده و اثری بیشتر از مهار فساد اداری را به همراه دارد.
ابتکار یا ارزش مقاله: معرفی مفهوم درست‌مایگی نه به عنوان روی دوم سکه فساد بلکه به عنوان عرصه و زمینه‌ای که می‌تواند در خدمت مهار فساد اداری، مورد توجه قرار گیرد و مسیرها و روش‌ها و ادبیات مختص خود را دارد، در این پژوهش، ارزش ایجاد نموده است. درست‌مایگی سبب تعالی انسانی و رشد و پیشرفت او در شاخص‌ها و معیارهایی می‌گردد که توسعه اخلاقی و انسانی و معنوی و مانند آن را فراهم می‌کند. درست‌مایگی، به تمام وجوه و بودن فرد توجه می‌کند و سعی می‌نماید با در کنار هم قرار دادن ظرفیت‌های مثبت، تعالی‌خواهی اخلاقی و انسانی را مورد حمایت قرار دهد و با پررنگ کردن گفتمان اخلاق و سلامت، به مقابله و مهار فساد اداری می‌پردازد.

چکیده [English]

Purpose: The current research was done with the aim of conceptualizing the integrity to curb the phenomenon of administrative corruption. Honesty will be a suitable concept to curb administrative corruption. Because it tries to identify the cases of integrity violations by introducing a specific health approach and discourse and took steps to curb the phenomenon of administrative corruption. Self-righteousness also provides a suitable mental and practical model for moral development in the organization.
Design/ methodology/ approach: The current research is a narrative review method. In this method, scattered sources are studied and focused and coherent conceptualization of a variable or phenomenon is attempted. It is tried to examine and review various sources and from among them, related concepts and materials are extracted and provide a suitable description of the concept under review to help the reader in a clear understanding of the concept.
Research Findings: The findings of the present research have shown that honesty is important for curbing administrative corruption in dimensions and concepts such as integrity, honesty, professional responsibility, being free from corruption, impartiality and accountability, acting on the basis of virtues such as justice, courage and moderation, health and ethics and It means a clear reflection on ethics, considerations of laws, including the transparency of laws and regulations, is a comprehensive moral or spiritual act that together provides a suitable ground for curbing administrative corruption. Finally, the meaning of moral courage and heroism in the formation of moral standards has been correctly expressed. In other words, when righteousness is manifested in a person or persons, moral courage and heroism emanating from it are declared. Fairness is a concept to fight corruption. Therefore, Dore Maigi offers a new approach and perspective to the old problem of corruption, which can serve to curb administrative corruption. Corruption and health are not two sides of the same coin and it is necessary for public policy makers to focus on the proper promotion of Maigi in addition to focusing on defeating corruption.
Limitations & Consequences: Semantic limitations and the existence of different views on the issue of corruption on the one hand and different interpretations of correctness on the other hand have been a limitation that has strengthened the necessity of the current research. Corruption includes numerous examples and cases that make it complicated and difficult to deal with. On the other hand, correctness is one of the concepts with many examples and meanings and interpretations that can make it difficult to understand this phenomenon. Nevertheless, dealing with correctness introduces a new perspective and approach in curbing administrative corruption.
Practical Consequences: If, along with the fight against corruption, the development and promotion of proper management is done, the control of administrative corruption will be more powerful and effective. Focusing on correctness not only reduces the possibility of administrative corruption but also plays a role in curbing and controlling it. In addition, it causes the growth of moral dimensions, which brings added value and a greater effect of curbing administrative corruption.
Innovation or value of the Article: Introducing the correct concept of corruption not as the second side of the corruption coin, but as an area and field that can be considered in the service of curbing administrative corruption, and has its own paths, methods and literature, has created value in this research. Righteousness causes human excellence and his growth and progress in indicators and criteria that provide moral, human and spiritual development and the like. Rightly, Maigi pays attention to all the aspects and being of the person and tries to support moral and human excellence by putting together positive capacities and confronts and curbs administrative corruption by highlighting the discourse of ethics and health.
