Abstract
The purpose of this study is measureing the establishment of meritocra-cy in governmental organizations in Tehran and identifying factors that affect it. Philosophically, this research is a type of research with a posi-tivist philosophy. Research strategies can be expressed in the form of correlation and survey research. In terms of cognitive goals, this re-search is an applied research, and finally, this study is a one-dimensional time horizon. To assess the factors affecting meritocracy, a questionnaire tool was used which was designed according to theoretical foundations of the research. Its reliability was confirmed by Cronbach's alpha (0.75). According to the research community which is the gov-ernmental organizations, Research data were analyzed by SPSS software using descriptive statistics (mean, frequency, ...) and inferential statis-tics. To answer the research questions, exploratory factor analysis, mul-tivariate regression and one-sample t-test have been used. After analyz-ing the information, six factors have been identified: accountability, financial resources, labor policy, job security, culture and family as the effective factors in establishing a system of meritocracy.
