چکیده

هدف: با توجه به نگرانی‌های اجتماعی موجود در سال‌های اخیر به دلیل بحران‌های اقتصادی، اجتماعی، مالی و زیست‌محیطی ناشی از تحریم‌ها، خط‌مشی دولت‌ها برای افزایش تاب‌آوری به سمت اقتصاد مقاومتی سوق پیدا کرده است. هدف این پژوهش طراحی و تبیین مدل سیاست‌گذاری دولت الکترونیک با رویکرد اقتصاد مقاومتی در وزارت علوم است.
طراحی/ روش‌شناسی/ رویکرد: تحقیق حاضر از لحاظ هدف کاربردی توسعه‌ای بوده و از تکنیک تحلیل تم حاصل از مصاحبه با مدیران عالی وزارت علوم و اساتید دانشگاه استفاده گردیده و در انتها با استفاده از مدلسازی ساختاری-تفسیری و تشکیل ماتریس خودتعاملی مدل نهایی استخراج گردیده است. در این پژوهش با استفاده از روش گلوله برفی با 15 نفر مصاحبه صورت پذیرفته است.
یافته‌­های پژوهش:  پس از گردآوری داده‌ها، تحلیل داده‌های پژوهش آغاز گردید این بخش شامل دو مرحله بازبینی و تصفیه تم‌ها بود. در بخش اول کدها مورد بازبینی قرار خواهد گرفت و در مرحله دوم اعتبار آنها در نظر گرفته خواهد شد، در نهایت 12 تم اصلی و 24 تم فرعی از آن استخراج گردید که با استفاده از مدلسازی ساختاری-تفسیری و تشکیل ماتریس خود تعاملی مدل طراحی گردیده و در پایان مدل نهایی تحقیق بر اساس تم‌های به‌دست آمده ارائه شد.
محدودیت‌­ها و پیامدها: این پژوهش در وزارت علوم تحقیقات و فناوری برای طراحی و ارائه مدل بومی موجود برای شناسایی متغیرها و نحوه تاثیرگذاری آنان صورت پذیرفته است. پژوهش‌های آتی باید از دیگر وزارتخانه‌ها و سازمان‌های دولتی صورت گیرد.
پیامدهای عملی: مدل حاصل از پژوهش در حوزه وزارت علوم برای اولین بار ارائه گردیده است و می‌تواند نقش مهمی در تصمیم‌سازی مدیران عالی داشته باشد.
ابتکار یا ارزش مقاله: پژوهش حاضر تنها تحقیق در این زمینه بوده که طراحی مدل پرداخته شیوه نوینی از اطلاعاتی را برای تحلیل اصلاح سیاست‌ها به شکل منسجم در اختیار مدیران عالی قرار داده است.

چکیده [English]

Purpose: Considering the social concerns in recent years, the policy of governments to increase resilience has moved towards a resistance economy due to the economic, social, financial and environmental crises caused by sanctions. This study seeks to design and explain the e-government policy model based on the resistance economy approach in the Ministry of Science, research and technology.
Design/ methodology/ approach:   The present research is developmental and applied in terms of purpose, and the theme analysis technique obtained from interviews with senior managers of the Ministry of Science and university professors Were asked, and the final model was extracted by using structural equation modeling and establishing a self-interaction matrix. Finally, 15 people were interviewed using the snowball random sampling method.
Research Findings:  After data collection, the related themes were reviewed and revised. First, the codes were reviewed, and their validity was evaluated. Finally, 12 main themes and 24 sub-themes were extracted, which were designed using structural equations and forming the self-interaction matrix of the model. At the end, the final model was presented based on the obtained themes.
Limitations & Consequences:  This study was conducted in the Ministry of Science, Research and Technology to design and present the existing local model to identify the variables and their influences. Future research should be done by other ministries and governmental organizations.
Practical Consequences:  The model obtained from the study for the Ministry of Science was presented for the first time and can play an important role in the decision-makingprocess of top managers.
Innovation or value of the Article:  The present research is the only study in this area by which the design of the model has provided a new way of information for the analysis of policy reform in a coherent way to senior managers.
