Purpose: The study tries to identify alternative productivity promotion by examining the key factors of the organizational productivity processes the consequences of the implementation of human capital management policy.
Design/Methodology/ Approach: This research is mixed and applied research. The statistical population the study, in the qualitative section 14 scientific and executive experts to conduct interviews; A little research 270 people out the total statistical population 909 people based on Cochran's formula for validation qualitative findings were randomly selected and distributed by questionnaire among the sample size, the obtained data were analyzed by SPSS26and using the test method confirmatory factor analysis LISREL 8.8 is that the factor loads variables are confirmed and ranked by the Friedman test.
Research Findings: categorize the existence of a gap in the implementation of human capital management policy that hinders the promotion of organizational productivity and quantitative findings the extent to which the components affect the organizational productivity, respectively; A process with an average 3.58, technical with an average 3.37, contingency with an average 2.99, human with an average 2.76, a system with an average 2.30 ranking and the final finding modifying the above factors in the organization accelerate the process increasing organizational productivity.
Limitations and Consequences: reduce the influence of the political and security atmosphere prevailing in the Ministry Interior in the conservative comments of the respondents, the issue was largely resolved with the scientific justification staff.
Practical consequences: Revealing the lack of achievement goals and the formation of gaps in the implementation organization's human capital management policy is one practical consequence.
Initiative value the article: sought to explain the effectiveness of organizational productivity in the factors that create gaps in the implementation of human capital management policy.
