چکیده

هدف: بررسی نقش هیئت امنا در تامین منابع مالی دانشگاه‌ها.
طراحی / روش‌شناسی / رویکرد: پژوهش حاضر از نظر هدف کاربردی، از نظر نوع داده­‌ها کیفی و از نظر شیوه پژوهش تحلیل محتوا بوده است. در این پژوهش از دو استراتژی کیفی شامل «تحلیل مضمون و مطالعات تطبیقیِ کیفی» بهره برده شده است. ابزار گردآوری داده‌­ها مصاحبه نیمه‌ساختارمند می‌­باشد. مشارکت‌کنندگان در این پژوهش شامل 15 نفر از افراد صاحب‌نظر و خبره در حوزه آموزش عالی بوده­‌اند که با روش نمونه­‌گیری هدفمند انتخاب شدند. اعتبار داده‌ها با استفاده از روش تاییدپذیری توسط مشارکت کنندگان صورت پذیرفت. در این پژوهش همچنین به بررسی متن قوانین و مقررات آموزش عالی در حوزه هیئت امنا و ارتباط با مسائل مالی پرداخته شد. داده‌ها با استفاده از نرم‌افزارMAXQDA2018 ، مورد تجزیه و تحلیل قرار گرفت.
یافته‌های پژوهش: مطابق داده‌­های به دست آمده از مصاحبه­‌ها داده‌های خلاصه شده شامل چهار مقوله: نظارت بر منابع مالی دانشگاه، هدایت دانشگاه، تحکیم ارتباط دانشگاه با جامعه و صنعت، روان‌­سازی قوانین و مقررات و 10 مؤلفه است. مطابق داده‌­های به‌دست آمده از بررسی متن قوانین، داده‌­های خلاصه شده شامل 3 مقوله گزینشی: تصویب و نظارت بر اجرای بودجه، ایجاد درآمد و هزینه­‌ها و پرداخت­‌ها و 7 مقوله محوری است.
محدودیت‌ها و پیامدها: از جمله محدودیت‌های این تحقیق دسترسی به صاحب‌نظران بوده است.
پیامدهای عملی: مهمترین پیامد عملی این تحقیق فراهم کردن مسیری برای تنوع‌بخشی به منابع مالی دانشگاه‌ها است.
ابتکار یا ارزش مقاله: در ارتباط با نقش هیئت امنا در تامین منابع مالی تحقیقات زیادی انجام نگرفته است. ابتکار اصلی در این تحقیق پیشنهاد بر اساس قوانین موجود است.

چکیده [English]

Purpose: Investigating the role of the board of trustees in providing financial resources for universities
Design/Methodology/Approach: The present study was applied in terms of purpose, qualitative in terms of data type and content analysis in terms of research method. In this research, two qualitative strategies including "content analysis" and “qualitative comparative studies” have been used. The data collection tool is a semi-structured interview. Participants in this study included 15 experts in the field of higher education who were selected by purposive sampling. The data collection tool is a semi-structured interview. The validation of the data was done by the participants using the verification method. The study also examined the rules and regulations of higher education in the field of the Board of Trustees and its relationship with financial issues. Data were analyzed using MAXQDA2018 software.
 Research Findings: According to the data obtained from the interviews, the summarized data includes four categories: monitoring the university's financial resources, guiding the university, strengthening the university's relationship with society and industry, streamlining the rules and regulations, and 10 components. According to the data obtained from the review of the rules, the summarized data includes 3 selective categories: approval and monitoring of budget implementation, revenue generation and expenditures, payments, and 7 core categories.
 Limitations & Consequences: One of the limitations of this research is lack of access to experts.
 Practical Consequences: The most important practical consequence of this research is to provide a way to diversify the financial resources of universities.
 Innovation or value of the Article: Not much research has been done on the role of the board of trustees. The main initiative in this research is to give suggestions based on existing laws.
