Purpose: The purpose of this study is to test the relationship between human resource management functions and organizational resilience in some Lebanese organizations. The hypotheses are to see the impact of two human resource management functions (training& development; recruitment &selection), on two organizational resilience dimensions (agility & robustness).
Design/ methodology/ approach: The exploratory research design was adopted for this study. Quantitative method used to test the relationship. Questionnaire based on 5-point Lickert scale was used to collect data. One hundred fifty respondents completed the survey. Inferential statistical tools such as correlation and regression analysis were used in testing the stated research hypotheses.
Research Findings: Results showed that two human resource management functions (Training& Development; Recruitment &Selection) affect organizational resilience (Agility &Robustness).
Limitations & Consequences: Not all the organizations accept to apply this study. Some of them refused, we tried to send email for them to explain the importance of this study, but they refused.
Practical Consequences: Human resource managers can use this study to develop targets in their organizations and to support some organizational resilience dimensions. It allows human resource managers to make decisions related to organizational resilience.
Innovation or value of the Article: This research is among the rare studies that have tested the correlation between human resource management functions and organizations resilience dimensions. In addition to that, this study goes deeper in choosing two human resource management functions and two organizational resilience dimensions, studies before focus on individual resilience.
Paper Type: Research Article

Purpose: Designing a human resources resilience model in the context of the Corona crisis in the National Iranian South Oil Company.
Design/ methodology/ approach: In this fundamental-applied research in terms of purpose and descriptive-survey in terms of method, first by review on the literature before and after Corona pandemic in the field of human resources resilience, individual, organizational and environmental factors and the dimensions of human resource resilience were extracted using the Meta-synthesis method. After conducting interviews with experts, the previous stage studies results, adjustments and conceptual model was presented. Then, using a researcher-made questionnaire, the extracted model was tested in the researched society under the conditions of Corona pandemic. The questionnaire reliability was confirmed using Cronbach's alpha and its content validity confirmed based on experts' opinions. The statistical population included 10,000 employees, according to Morgan's table; the sample size was determined 370 people.
Research Findings: Based on the experts’ opinions, seventeen dimensions for individual, organizational, and environmental and seven dimensions for the human resources resilience in the conditions of the Corona crisis in the researched society were extracted, which became the basis of the conceptual model. Using the fit indices, the measurement, structural and general models were confirmed. Furthermore, all seventeen hypotheses were reported as positive and significant using path analysis.
Limitations & Consequences: The lack of similar research in the Corona crisis conditions, the limitations caused by the Corona crisis in order to statistical sample suitable participation.
Practical Consequences: Designing a suitable model for the NISOC employee’s resilience in the Corona crisis conditions to promote preventive measures to deal with covid-19 disease.
Innovation or value of the Article: Designing a model of human resources resilience and identifying its dimensions in the work environment along with providing operational indicators for implementation in the conditions of the Corona crisis.
Paper Type: Research Paper

Purpose: The judicial institution has an extensive and effective role in the implementation of related public policies, The extent of the tasks outlined is indicative of this which is involved in the implementation of a wide range of policies in Different fields. Therefore, the implementation of judicial policies involves the rest of the society in addition to the studied organization. Due to the importance of the implementation of judicial policies, this research was conducted with the aim of identifying and prioritizing the key factors of the implementation of judicial policies.
Design/Methodology/Approach: This research was done in a mixed method. In the qualitative part, the participants were 26 experts who have scientific knowledge and experience in the field of judicial policy implementation and were selected by purposeful sampling. The data collection tool was a semi-structured interview and the interviews continued until the theoretical saturation stage. At this step, the method of analyzing the interviews was thematic analysis. Then the fuzzy Delphi approach was used to screen the concepts. In the quantitative step of the statistical population of the research, there were 17000 judges, experts, operational managers and office managers working in the courts. Using Cochran's formula and classified random sampling method, 375 people were selected as a sample. The validity of the questionnaire was confirmed through convergent and divergent validity and its reliability was confirmed through cronbach's alpha (0.873). Data were analyzed with the help of Smart PLS3 software through Structural Equation Modeling (SEM). Using the interpretive structural modeling method, after determining the levels of each factor and considering the final accessibility matrix, the final model was presented in four levels.
Research Findings: From the analysis of the results, 122 indicators, 36 components and 8 dimensions of implementation policies, participation of implementation actors, human-ethical relations with clients, citizens, personal characteristics of judges, network governance in the justice system, implementation structure and human power empowerment were calculated. According to the results of the interpretive structural model, the two dimensions of implementation policies and participation of implementation actors were the first priority of experts and as the most effective level of the model. This means that focusing on these two dimensions deserves special attention.
Limitations & Consequences: Using of interviews to extract concepts in the qualitative part, questionnaires to measure the concepts extracted in the quantitative part, and the impossibility of generalizing the research results to all societies are among the limitations of this research.
Practical Consequences: Introducing the dimensions of the judicial policy implementation model, creating new literature regarding the implementation of judicial policies.
Innovation or value of the Article: The main initiative is to propose the practical implementation of the elements of the presented model.
Paper Type: Research Article

Purpose: The importance of communication for organizations has resulted in a wide variety of perspectives being proposed and investigated. This study was conducted to assess the validity and generalizability of van Ruler’s model, or grid, of communication.
Design/Methodology/Approach: The present research has been done descriptively (survey) and in the form of quantitative approach. After creating a scale based on van Ruler’s model, we administered it to two samples of employees in Iranian workplace settings.
Research Findings: Results of confirmatory and exploratory factor analyses (CFAs and EFAs, respectively) failed to support the communication strategies proposed by van Ruler in that there was lack of model fit in CFAs, and in initial EFAs further disconfirmation of the model occurred because there were only two factors in the data for both samples. Refined follow-up EFAs challenged the model still further because both sample’s data comprised a single factor.
Limitations & Consequences:
Because the initial questionnaire was designed based on content analysis, other researchers may extract different dimensions for organizational communication based on van Ruler’s model. The present study was conducted on two Iranian organizations and caution should be exercised in generalizing the findings.
Practical Consequences: After canvassing explanations for the results, we conclude that compartmentalized conceptions concerning organizational communication might be useful in some contexts but are not necessarily perceived as being compartmentalized by recipients of the communication, nor are they necessarily generalizable across contexts.
Innovation or value of the Article: The present study, for the first time, designed and tested a scale for measuring organizational communication based on the van Ruler’s model. In designing communication models, cultural values and differences must be taken into account
Paper Type: Research Paper

Purpose: In today's world, where the distance between the supplier of goods and services and the applicant is becoming more and more complicated; Platforms help make this flow better. The complex issues in government governance and community administration are key roles that government can play among the demanders and providers of government and public services. Also, the government can greatly contribute to the ease, lack of crowding, security and thickness of the market between suppliers and applicants of government services and goods. The leading research seeks to propose a conceptual framework of the idea of a platform government that can answer many of the identified challenges and shortcomings of the modern government. Also, in this research, it has been tried to express a comprehensive definition of this concept that includes all its features by studying and criticizing the many definitions of the idea of platform government.
Design/ methodology/ approach: In order to achieve the goals of the current research and analyze the findings of the research, the implication research method has been used. In this method, the contributions of the sharing economy theory as a source of implication, preliminary guidelines to prove the efficiency of this idea (platform government) have been calculated. Also, in order to collect information and contributions from the concept of sharing economy, the method of library and document study has been used. The study sample population of the current research includes all reports, documents, scientific articles and books authored in Persian and Latin, in the field of sharing economy and platform government since 2015.
Research Findings: The results of the research show that the platform government can be a suitable alternative to the modern government in the whole system of issues that the modern government is facing now. Also, the platform government approach for governments like the Islamic Republic of Iran, which is people-based, can be a suitable format for the growth and evolution of this feature.
Practical Consequences: Among the main practical consequences of the ideas of this research, we can mention the expansion of the ability of good governance in the country and the maximum benefit of all members of the society from government services and benefits in an easy and equal way.
Innovation or value of the Article: The most important initiative of this research is to identify the concept of sharing economy for the success of platform government; It can also be said that providing new coordinates for the concept of platform government according to the Studies conducted in this field is one of the most important values of the leading article.
Paper Type: Research Paper
