In the qualitative stage, by referring to the theoretical foundations and conducting structured interviews with experts, scale items have been identified. In the quantitative stage, using face and content validity and Cronbach’s alpha and test-retest methods, the designed scale was validated.<br /><strong>Research Findings: </strong>After reviewing the literature and conducting interviews and making corrections suggested by the experts, the initial questionnaire was prepared with 72 items. In the face validity review, five items were removed. After calculating the CVI, four items were removed, and after calculating the CVR, another six items were removed, and thus, the final questionnaire was adjusted with 61 items in 10 dimensions.<br /><strong>Limitations & Consequences: </strong>Lack of local field research on the subject of study in order to use their findings in the research.<br /><strong>Practical Consequences: </strong>Using the introduced scale, it is possible to determine the type of seats in the Iran administrative organizations, and based on the obtained results, rewrite the descriptions of the political and professional job description to each seat. The subject studied in this paperis related to the issues such as ambiguity in the allocation of resources, measuring the consequences of services, measuring the performance of the administrative system, ambiguity in the selection of decision-making options and the behavior of public service organizations.<br /><strong>Design/Methodology/Approach:</strong> 67 relevant policy documents (laws, regulations, guidelines, etc.) have been reviewed and analyzed by thematic analysis method.<br /><strong>Research Findings: </strong>After counting, reviewing and analyzing valid policy documents, finally 335 descriptive codes, 23 basic themes, 8 organizing themes and a global theme have been counted and the framework of public values has been presented accordingly. The statistical population of the research was knowledge-based companies in Lorestan Province, from which 30 experts were selected according to purposive sampling method. Data collection tools were in the qualitative part of the interview and in the quantitative part of the questionnaire.<br /><strong>Research Findings: </strong>The results show that among the precedents of agile leadership, flexibility, creative thinking skills, stakeholder management ability, learner personality, high environmental awareness and digital literacy are the most important factors. Therefore, the purpose of this study is to explain the design pattern of the line laboratory<strong>.</strong><br /><strong>Methodology</strong>: In this research, with a qualitative research approach and a hybrid tool that includes weekly steps, a systematic evaluation and analysis of the results and findings of the previous research has been done<strong>.</strong><br /><strong>Findings</strong>: The design model of the calligraphy laboratory in the form of 8 main categories, according to important study areas such as calligraphy problem diagnosis, calligraphy laboratory staff, calligraphy laboratory stakeholders, the role of calligraphy laboratory in government, calligraphy laboratory programs, location of calligraphy laboratory, physical space of calligraphy laboratory and the expected output of the line laboratory is provided. Therefore, in order to identify the problems of community unity, policy laboratories should be established with the presence of policy experts as well as stakeholders in different areas of the country with appropriate facilities and physical space to identify community problems with proper planning and with the cooperation of the group. Different research institutes to find solutions to these problems and implement the explained policies in cooperation with the state and the government<strong>.</strong><br /><strong>Limitations and consequences</strong>: One of the limitations of this research is the lack of similar work and the lack of completely familiar experts with the subject of policy laboratory design<strong>.</strong><br /><strong>Practical implications</strong>: Qualitative research, with all its advantages, comes with weaknesses in generalizability and validity. What motivates the entrepreneur to start an entrepreneurial activity is entrepreneurial motivation. Entrepreneurial motivation is the process of transforming an ordinary person into an entrepreneur who can create opportunities and help maximize wealth and economic development. The purpose of this study is to identify and classify the motivations of entrepreneurs.<br /><strong>Design/Methodology/Approach:</strong> This research has been done with a systematic review approach and using a six-cell matrix in two components for motivation (traction or pressure) and sources of motivating (economic, psychological or social).<br /><strong>Research Findings:</strong> According to the six-cell matrix, the highest frequency of motivations identified are: psychological traction motives with 61%, economic traction motives with 21.1%, social traction motives with 6.2%, psychological compulsive motives with 9.2%, Social pressure motives 2% and economic pressure motives 5%. With this premise, the leading research has been defined and implemented with the aim of developing an internal brand activation model from the perspective of human resource management activities in service organizations.<br /><strong>Research Findings: </strong>Data analysis obtained from 151 people in qualitative session, using theme analysis method, and 751 code sources were obtained. After analyzing the results, 112 sub-codes related to internal brand activation were identified and classified into 37 concepts and 15 categories. Also, to evaluate the reliability of coding, the agreement coefficient of kappa (0.65 at a significance level of 0.016) was used, which is in an acceptable level.<br /><strong>Limitations & Consequences: </strong>The limitation of this research has been doing it in one bank, which makes it difficult to generalize it to the whole ecosystem.<br /><strong>Practical Consequences: </strong>This study provides an executive framework for brand activation in service organizations.<br /><strong>Innovation or value of the Article</strong> Addressing a new concept that has an important place in the branding process and a model that with a systematic structure, will streamline the brand in the spirit of the organization.<br /><strong>Paper Type:</strong> Case Study<strong>Purpose: </strong>Nowadays for making strong brands, service organizations need to activate and institutionalize their brand values within the organization. The present study seeks to determine the role of mediating behavioral innovation and job adaptability: examining the relation of infrastructural capability and engagement with the innovative performance.<br /><strong>Design/Methodology/Approach:</strong> The present study is practical in terms of the goal and in terms of data collection is descriptive which has been conducted through survey method. The statistical population is all employees of the Ministry of Sports and Youth (N= 890), that according to Krejcie & Morgan table 269 people were selected by random sampling method. The standard questionnaires were used to collect data. The content validity of the questionnaire was confirmed by a panel of experts. The construct validity and the composite reliability of the research instrument were tested by estimating the measurement model and they were satisfying after making necessary corrections. The Structural equation modelling was used to analyze the data.<br /><strong>Research Findings:</strong> The results of the study showed that infrastructural capabilities have a positive and significant effect on innovative behavior and job adaptability, also job engagement had a positive and significant effect on job adaptability and behavioral innovation.
