The main purpose of this research is to design and explain a model of competency in order to retain employees in privatized companies in a competitive environment. The present research is a developmental and applied objective and is qualitative in terms of its nature. The statistical community is marketing experts and human resources in the qualitative sector. Experts were identified by purposeful sampling and snowball techniques, which, according to the adequacy of the data, were interviewed in total with 20 experts. The method of analysis, the data theory of the foundation was based on a systematic approach. The data were collected through in-depth interviews. The results confirm that the identification of the supportive atmosphere and attention to the learning organization was identified. The main phenomenon of individual characteristics, in relation to the conditions of the intervener, were internal and external factors. The governing body of organizational culture and laws and regulations has been identified in relation to the main strategy of human resource management practices, competent leaders and human resources skills. Since most of the proposed acquisition models have been in the field of expert systems, in this paper, with the creation of an innovation, a cognitive mapping technique is used to design the native model of knowledge acquisition of the experts and the iThoughts software is used to model the map. The data collected in this study was a questionnaire. To measure the variables, the questionnaire is used. To assess the construct validity the factor analysis was used. All loads are all factors relating to the structure of the study are significant at the five percent level, and have been able to make a meaningful contribution in the measurement of relevant structures. This confirms the validity of the questionnaire. To assess the reliability, the reliability coefficient compound, are all larger than 0.7. Therefore, the parameters have been well explained by variables hide. To analyze the data, variance and software-based approach PLS structural equation modeling was used. The results showed that the relationship between "work commitment" with job satisfaction, management style, job status, organizational justice and organizational contributions is positive and significant. The relationship between "work commitment” and alienation of labor is negative and significant. The strongest correlation was with work commitment. That means that the alienation of labor increases, leading to a decline in the work commitment. Among Indicators related to responsive features the only indicator of the level of education was significant which according to the results, the relationship between education and work commitment is the reverse. The more education, the less work commitment.
