Journal Article 2020 09 11 <strong>purpose</strong>: The aim is to survey the concept of open government and open policy making models, to explain this model as a support for open government.<br /><strong>Design/ Methodology/ Approach</strong>: The interpretive-critical meta-analysis method has been used. After searching for relevant content and evaluating them, 37 sources were selected, then using MAXQDA2020 for coding, extracting themes and dimensions of the model were discussed.<br /><strong>Research finding</strong>: It is concluded that the open government, which includes the three principles of transparency, participation, and cooperation, needs to use the open policy making model, which is to open the policy-making process and listen to the voices. It's to be able to support these three principles.<br /><strong>Limitations </strong><strong>& Consequences: </strong>In this research, the open policy making model has been studied as a supporter of the realization of the open government. In future researches, issues such as open data & open innovation role or legal foundations of open government realization can be addressed.<br /><strong>Practical Consequences</strong>: In accordance with the principle of open government transparency, the open data approach is used in problem identification and the agenda-setting stage of the policy-making process. In accordance with the principle of participation in open government in the policy design stage, open innovation approach, using the challenge mechanism to find solutions and principles of co-design, and in the policy legitimacy phase of electronic voting or participatory budgeting will be used. Finally, in accordance with the principle of cooperation in the policy implementation and evaluation phase, the effective cooperation of citizens in accepting policies and using monitoring tools based on information technology is exploited.<br /><strong>Innovation or Value of the Article:</strong> The concept of open government has been formed in the last decade and since the most important work of governments is public policy, it is necessary to identify and introduce a policy-making model that supports the open government. <strong>هدف:</strong>  در این پژوهش هدف آن است که ضمن بررسی مفهوم دولت‌باز و تبیین مدل خط‌ مشی‌ گذاری ­باز، این مدل به‌عنوان پشتیبان مفهوم دولت‌باز تبیین گردد.<br /><strong>طراحی/روش شناسی/رویکرد:</strong> در این پژوهش از روش فراترکیب تفسیری ـ انتقادی استفاده شده است. پس از جستجوی مطالب مرتبط و ارزیابی آن‌ها، 37 منبع انتخاب شده‌­اند و با بهره­‌گیری از نرم‌افزار MAXQDA2020 به کد گذاری، استخراج تم‌­ها و ابعاد مدل مذکور پرداخته شده است.<br /><strong>یافته های پژوهش:</strong>  دولت ­باز که شامل سه اصل شفافیت، مشارکت و همکاری است، نیازمند به‌کارگیری مدل خط‌ مشی‌گذاری­ باز که همانا بازتر کردن فرآیند سیاست‌گذاری و شنیدن صداهای پس‌زده در فرآیند سیاست‌گذاری است، می‌باشد تا بتواند سه اصل مذکور را پشتیبانی کند.<br /><strong>محدودیت ها و پیامدها:</strong> در این پژوهش بر مدل خط‌ مشی‌گذاری‌ باز به‌عنوان پشتیبان تحقق دولت ­باز پرداخته شده است، در پژوهش‌های آتی می‌توان به موضوعاتی از قبیل نقش داده ­باز، نوآوری­ باز یا مبانی حقوقی و قانونی تحقق دولت ­باز پرداخت.<br /><strong>پیامدهای عملی:</strong>  منطبق با اصل شفافیت دولت ­باز، در مرحله شناسایی مشکل و دستورگذاری فرآیند خط ‌مشی‌گذاری، از داده ­باز؛ منطبق بر اصل مشارکت دولت‌باز در مرحله تدوین، از نوآوری‌ باز، بهره‌گیری از مکانیزم چالش جهت راه­‌حل‌­یابی و اصول طراحی مشترک با شهروندان و در مرحله تصویب از رأی‌گیری الکترونیکی یا بودجه‌­ریزی مشارکتی و منطبق با اصل همکاری در مرحله اجرا و ارزیابی از همکاری مؤثر شهروندان در پذیرش خط ­مشی­‌ها و بهره‌­گیری از ابزارهای نظارتی بر پایه فناوری اطلاعات بهره­‌برداری می­‌شود.<br /><strong>ابتکار ارزش مقاله:</strong> با توجه به پیدایش مفهوم دولت‌باز در دهه اخیر و ازآنجاکه مهم‌ترین کار ویژه دولت‌ها، سیاست‌گذاری عمومی است، ضروری است مدل سیاست‌گذاری پشتیبان تحقق مفهوم دولت‌باز شناسایی و معرفی شود. https://jpap.sbu.ac.ir/article_101600_6e3ad2d26ea3a4794aa449cc8c518249.pdf
