In this research, data from the text of hadiths were analyzed and coded using the thematic anilysis method and MAXQDA software. The results of this research show that the value components of entrepreneurship policy making framework in the books of Mizana al-Hikmah and Al-Hayat. Comprised of twenty themes belief in afterlife, the fact that all hardships are divine tests, sustenance is guaranteed for those who seek it, it is necessary to create value for oneself and others whether in need or not, monopoly is prohibited, Fiqh rules, people have different abilities and talents, world affairs are conducted through causality and tools, government has a role in value-creation, money should be earned and spent in religiously legitimate ways, it is forbidden to harm oneself and others, Nafy-e Sabil (rejection of foreign dominance), attention should be paid to needs and their satisfaction in production and consumption, money is seen as a means to regulate life, acquisitiveness is prohibited and certain groups should receive gifts , Finally ,using the extracted content, the network of value components of entrepreneurship policy framework has been presented These components affect the behavior of actors in the field of policy in the formulation and implementation of entrepreneurship policies.
