Purpose: The effectiveness of the administrative system is a vital factor in the realization of development plans, and without an efficient and effective administrative system, achieving the goals of the larger community is not feasible. The main goal behind this research is to outline and measure the factors influencing Iran administrative system's managerial dimension.Design / Methodology / Approach: The current study is applied, and in terms of strategy, it is a survey and descriptive regarding the objective. The statistical community consists of Managers of Iran Ministries, where cluster sampling has been applied for sampling. In this study, Fuzzy method has been used to analyze the data and this way, the required data have been gained in the form of the natural language from the experts and analyzed.Research Findings: There is a significant difference between the current and desirable status of the managerial dimension in the Iranian administrative system, meaning that the managerial dimension in the desirable status is less than the optimal one.Limitation & Consequences: One of the most important limitations of the present study was the absence of competing studies, so that no articles related to the subject of the present study were found by referring to online and external online databases and no similar research was found in the author's search.Practical Consequences: The results of this research can be exploited by researchers, policy makers and government agents in order to make the Iranian administrative system more efficient.Innovation or Value of the Article: The article adds to research in the field of public administration, and in particular the administrative system. Due to the lack of research in the field of administrative system of the country, the present article can compensate for the lack of research in the field of administrative system in the country.Paper Type: Research Paper

Purpose: Every organization for development, must be progressive, adaptable and resilient in the face of fluctuations and challenges. Therefore, familiarity with the concept of resiliency and purpose of the present study is to identify the factors affecting organizational resilience. Design/methodology/approach: present study was conducted using a qualitative method meta-Synthesis. For this purpose, 34 valid articles were identified by referring to the credible documents available on valid electronic sites from 2015 to 2019. The method of data analysis has been open coding.Findings: In this study, 340 codes were identified and then the identified codes were categorized and combined based on conceptual similarity. according to this, the extracted codes were classified into 24 themes and identified themes into 8 concepts.Limitations: The concept of resilience has been applied in various fields including: psychology; environmental sciences; system theory; information and communication technology and strategic management, etc. Therefore, extracting articles related to "resiliency in the organization" requires It takes more time.Originality or value of the article: Achieving a holistic model of organizational resilience using a cross-cutting approach is one of the innovations of this research that can be used as a model for other research.Paper Type: Research Paper

Purpose: Today, the feeling of alienation from work is a fundamental obstacle for the dynamics of individuals, organizations and the whole society. A lot of research has been done on this topic. The purpose of this research is to meta-analyze the factors affecting occupational alienation.Design/ methodology/ approach: This research was done with meta-analysis method and it meta-analyzed researches that were done with survey method and using questionnaire tool and with different criteria. The statistical population of this research includes researches in the field of occupational alienation from 1380 to 1397 in Iran. Among them, 20 studies were selected and the relationship of 6 variables with job alienation was investigated.Research Findings: The results showed that the effect size of the two variables of organizational culture and job satisfaction was at a relatively high level with -0.53 and -0.50 respectively. Also, the effect size of variables of organizational commitment and job characteristics is evaluated as moderate with -0.36 and -0.33 respectively. However, the effect size of variables of organizational justice and quality of work life are at a weak level with -0.24 and -0.21, respectively.Limitations & Consequences: Among the studies that were reviewed in the first stage, only one qualitative study dealt with the category of job alienation. This affects the depth of the results of this research. Also, there was no consensus among researchers regarding the measurement of job alienation. This made it difficult for the researcher to gather the results.Practical Consequences: Most of the studies were conducted among administrative employees, which, due to the disturbance of other variables, questions the generalization of the summarized results to other employees.Innovation or value of the Article: The article adds to the understanding of the different effect of different organizational variables on job alienation.Paper Type: Research Article

Purpose: Internet of Things is an advanced generation of Internet that is rapidly expanding and will have a huge impact on organizations. Human resources, the key element of organizations, will undoubtedly be affected by this technology. The purpose of this study is to present a model to investigate the impact of internet of things on human resource management.Design / Methodology / Approach: The statistical population of the study consisted of 15 experts and 220 staff members of the airline organizations of Iran. The experts were selected by snowball sampling and the staff members were selected by random sampling. In this study, Delphi methods were used to extract factors, DEMATEL technique was used to investigate the relationship between variables and model drawing, and structural equations were used for model testing and validation.Findings: The results of testing the hypotheses confirmed the positive and significant impact of internet of things implementation on the quality of HR information and the positive and significant impact of the quality of information on HR activities including HR planning, HR development, recruitment, training and compensation system.Constraints and implications: This research has only focused on the implementation of internet of things on human resource management, and the impact of this innovation on human resources and staff should be explored in future research.Practical implications: internet of things is an emerging and popular phenomenon that has received little attention in Iran and This study provides a model for the impact of internet of things on human resource management.Initiative or value of the paper: This article is one of the first articles focusing on internet of things technology using a combination of qualitative and quantitative methods to model the impact of internet of things on human resource management in Iran.Paper Type: Research Article

Purpose: Entrepreneurial opportunities are known as turning points in the blue oceans of business that due to lack of entrepreneurial knowledge and inability of entrepreneurial self-efficacy quickly turn into the Red Ocean. With the mediating role of entrepreneurial self-efficacy in the Entrepreneur Counseling and Information Center in Kerman during 15 months (2016-2017).Design / Methodology / Approach: The research method was descriptive-correlation in terms of applied purpose in terms of data collection method and quantitative in terms of data type. The statistical population included 420 people who referred to the Entrepreneur Counseling and Information Center in Kerman. Using Morgan table and simple random sampling method, 201 people were selected as the sample size, all of whom are owners or CEOs. They were small businesses. Standard questionnaires were used to collect data. After collecting the questionnaires, data were described through means, standard deviation, percentage, frequency and table using SPSS software and statistical inference of data was done through structural equation modeling using LISREL software. The technical characteristics of the questionnaire including reliability, convergent validity and divergent validity were evaluated.Research findings: The research findings were examined in descriptive statistics and inferential statistics. Path coefficients and software significance coefficients were used to test the research hypotheses.Limitations & Consequences: The results showed that the degree of fit of the proposed model was appropriate according to the components of the research; Also, entrepreneurial knowledge and environmental dynamics had an effect on identifying entrepreneurial opportunities with the mediating role of entrepreneurial self-efficacy.Practical implications: Operational results indicate that environmental opportunities are extracted from the dynamics of turmoil and environmental knowledge, so entrepreneurs should increase their ability to recognize environmental opportunities by promoting entrepreneurial knowledge and being in dynamic and diverse environments, creating the conditions for creativity and self-efficacy. To be.Innovation or value of the article: Due to the research vacuum that exists in relation to the concept of environmental characteristics and perceived information of entrepreneurial concepts by discovering and identifying entrepreneurial opportunities, an effective model has been tried to communicate the relationship between these variables.Paper Type: Research Paper

Objective: Pathology of Yazd University performance appraisal system due to inefficiency and ineffectiveness of appraisal system output and classification of concepts (injuries) in the form of sub-main and main themes.Design/Methodology/Approach: The research method is qualitative and based on theme analysis. The statistical population of the study consisted of faculty member and non-faculty member managers, and experts of Yazd University who were selected by purposeful sampling. The research tool was a semi-structured interview with 29 samples to obtain data saturation. The interviews were recorded and transcribed and analyzed using theme analysis to develop themes. In addition, Maxqda software was used for data management.Findings: The findings of the study consisted of 21 sub-themes that were classified into 6 main themes; “Cultural Infrastructure”, “Design Challenges’’, “Behavioral Limitations”, “Executive Issues”, “Halo Adjustment” and “Inefficiency”.Constraints and Consequences: The qualitative nature of research results in limitations in generalizing research findings to other situations and situations. Purposeful and judicious selection of sample members makes them cautious and sensitive in providing feedback.Practical Implications: Numerous damages affect the quality of the evaluation results of Yazd University staff performance, which should be addressed by the evaluation policymakers to improve the quality of the appraisal process. Among the identified damages, the methodological damages, which are explained by the concept of design challenges and include seven sub-concepts, are in great need of improvement.Initiative or value of the Paper: The article contributes to the improvement of quality in formulating performance evaluation indices and receiving output more effectively.Paper Type: Research Paper

Purpose: In this study, the aim was to design a comprehensive model of human resource development based on organizational excellence and maturity in the Meteorological Organization.Design/ Methodology/ Approach: For this purpose, 196 employees of the Meteorological Organization were selected as a sample. The research method was mixed (quantitative-qualitative) that semi-structured interviews were used to identify the components of human resource development. For this section, 9 experts were assisted for this purpose. Section 50 descriptive codes and 14 axial codes were identified. Standard questionnaires were used to measure the two variables of maturity and excellence. In the quantitative part, the information obtained from 3 questionnaires were analyzed using pls software.Research Findings: The results showed that the variable of excellence with a coefficient of 0.729 compared to maturity with a coefficient of 0.691 is in the first place in its importance in human resource development. Finally, according to the coefficients obtained from the research, the final model was designed and a questionnaire was designed for validation and presented to 20 faculty members and the final model was approved. In this part, with the opinion of experts, the model is designed in two ways. The first model is the type of organization in the interaction of maturity and excellence, in which four types of organizations were identified: Is. Finally, the final model with four aspects: 1- Philosophy and goals with an average of (3.78) 2- Theoretical foundations (3.52) 3- Executive mechanism (3.89) 4- Evaluation and re-engineering (3.74) evaluated And given an average above 3 indicates that the model is approved.Limitations & Consequences: Due to the wide range of behavioral factors, it was not possible to fully study them in this study. Therefore, a certain period of time of articles was studied. It is also suggested that other aspects of human resource development be considered.Practical Consequences: Organizational resource development in the organization can help improve organizational excellence and maturity.Innovation or value of the Article: Designing and implementing optimal structures, processes and systems to create organizational excellence and organizational growth is one of the most important challenges in human resource development. Since these organizations have a great impact on the lives of individuals in society, paying attention to their health is doubly important.Paper Type: Research Paper
