ارائه الگوی استقرار و توسعه‌ حکمرانی الکترونیک با استفاده از رویکرد فراترکیب.

چکیده

هدف: ساخت مفهوم «حکمرانی الکترونیک» نقش مهمی در شکل دادن به اهداف الکترونیکی موجود در جامعه اطلاعاتی ایفا کرده است. بنابراین، پژوهش حاضر با هدف ارائه الگوی استقرار و توسعه‌ حکمرانی الکترونیک با استفاده از رویکرد فراترکیب انجام شده است.طراحی/ روش‌شناسی/ رویکرد: فراترکیب نوعی مطالعه کیفی است که نتایج مطالعات مختلف ولی به هم مرتبط کیفی را با یکدیگر تلفیق و یکپارچه می‌سازد و درنهایت، تحلیل، جمع‌بندی و بینش جدید و ژرفی برمبنای آن‌ها عرضه می‌کند.یافته‌های پژوهش: عوامل فناوری اطلاعات و ارتباطات، اینترنت پرسرعت و امن، شرایط و بستر فناورانه، طراحی زیرساخت، محرمانه بودن اطلاعات، بازیگران متنوع، مدرنیزه کردن دولت، بهبود فرایندهای دولتی و قابلیت اطمینان به خدمات، به‌عنوان مهم‌ترین عوامل در مراحل سه گانه بررسی و شناسایی الزامات، استقرار و توسعه حکمرانی الکترونیک شناسایی شدند.محدودیت‌ها و پیامدها: با توجه به جمع‌بندی مبانی نظری جهانی در این پژوهش، برای استفاده از نتایج در بستر بومی باید به ویژگی‌های خاص سازمان‌های دولتی کشور توجه کرد.  پیامدهای عملی: توجه به عوامل نه ‌گانه نام برده شده در فرایند استقرار و توسعه حکمرانی الکترونیک می‌تواند منجر به ارتقای کیفیت و اثربخشی حکمرانی الکترونیک در سازمان‌های دولتی کشور گردد. ابتکار یا ارزش مقاله: در رابطه با استقرار و توسعه حکمرانی الکترونیک، هیچ‌یک از مطالعات گذشته الگوی جامعی در این زمینه ارائه نکرده‌اند. اما در پژوهش‌ حاضر برای اولین‌ بار با نگاهی موشکافانه‌تر و عمیق‌تر، ابعاد جدیدی از حکمرانی الکترونیک معرفی شد و درنهایت، برای استقرار و توسعه حکمرانی الکترونیک در سازمان‌های دولتی با توجه به شرایط بومی کشور، الگویی مرحله‌ای و جامع ارائه گردید.

چکیده [English]

Purpose: The construction of the concept of "electronic governance" has played an important role in shaping the electronic goals of the information society. Therefore, the present study aimed to present a model for the establishment and development of e-governance in using Meta-synthesis approach.Design/ methodology/ approach: Meta-synthesis is a type of qualitative study that integrates the results of different but interrelated qualitative studies and ultimately provides a new and in-depth analysis, summary, and insight.Findings: ICT, High Speed and Secure Internet, Technological Conditions, Infrastructure Design, Information Confidentiality, Various Stakeholders, Government Modernization, Improvement of Government Processes and Reliability of Services, as the most important factors in the three stages of requirements assessment and identification, Establishment and development of electronic governance were identified.Constraints and Consequences: Concluding the global theoretical foundations in this study, it is necessary to consider the specific characteristics of government agencies in order to use the results in the native context.Practical Consequences: Considering the nine factors mentioned in the process of establishing and developing e-governance can lead to improved e-governance in government agencies.Originality or value of the article:No previous studies have provided a comprehensive model in this area regarding the establishment and development of e-governance. But in the present study for the first time with a deeper and more in-depth look, new aspects of e-governance were introduced and finally, a step-by-step and comprehensive model was introduced for the establishment and development of e-governance in government agencies with regard to the native conditions of the country.
