شناخت شرایط مؤثر محیطی در ارزشیابی عملکرد وزیران با روش فراترکیب

چکیده
اگرچه مدیریت دولتی در دهه‌های اخیر بر مفهوم پیچیده عملکرد و ارزشیابی آن، تمرکز کرده اما هم‌زمان وزیران و وزارت‌خانه‌هایشان را نادیده گرفته است تاجایی‌که ادعا می‌شود مطالعه وزیران در دوران طفولیت است. اهمیت ارزشیابی عملکرد بر کسی پوشیده نیست و در نظر، هرچه از قاعده سازمان‌ها به سمت رأس آنها حرکت می‌کنیم بر اهمیت ارزشیابی عملکرد می‌افزاید اما در عمل، این گونه نیست؛ لذا نظر به خلأ الگویِ ارزشیابیِ عملکردِ مدیرانِ عالی دولتی، این پژوهش، وزیران را مورد مطالعه خود قرار داد و ازآنجاکه در الگوهای ارزشیابی عملکرد، معمولاً عواملی محیطی وجود دارد که عملکرد را تقویت یا تضعیف می‌کند بر «شناخت شرایط مؤثر محیطی در عملکرد وزیران» تمرکز کرد. سپس، ازآنجاکه بررسی و جمع‌بندی یافته‌های مطالعات گذشته، گام مهمی در ترسیم تصویر جامعی از آنها است فراترکیب آنها را مدنظر قرار داد؛ لذا در گام اول، با جست‌وجوی فراگیر منابع، 80 منبع به دست آمد که در پالایشی سه‌مرحله‌ای به 48 منبع مرتبط، کاسته شد. سپس از یافته‌های آنها، 76 شناسه، استخراج شد که پس از پالایش، تحلیل و جمع‌بندی به 22 مفهوم و 7 مقوله به شرح زیر منتج شد: شرایط سیاسی، تیم مدیریتی، شرایط حقوقی/اداری، وجهه عمومی، شرایط خط‌مشی، شرایط بین‌الملل و شرایط اقتصادی.
